Hi,
Based on my research, I would like to suggest the following:
1. please check the related services referring to the following Knowledge Base:
"Error 1068" Error Message When You Try to Turn On Internet Connection Sharing
2. Reinstall the driver of the network adapters; if there is a new driver, please also try it.
3. Please try to reconfigure ICS referring to the following documents:
Using ICS (Internet Connection Sharing)
Set up a shared Internet connection using ICS (Internet Connection Sharing)
Hope this helps. Thanks. Nicholas Li - MSFT

I have the same problem on Windows 7 Professional 64-bit.
At the beginning the ICS service was missing from the services list. Now that I managed to bring it back using registry I can't turn it on.
I get the following error:
An error occured while internet connection sharing was being enabled.
Error 1068 the dependency service or group failed to start.
All (ICS) depended services are running fine.
Is there anything else I can do? (please note I have enough experience with PCs and I have never encountered this kind of problem before. The windows came with SP1 installed.
